On Thursday, the Heritage Foundation’s Oversight Project released an analysis of Wisconsin Department of Corrections (DOC) data showing that slightly over half of biological male prisoners who “identify” as female have been convicted of some sort of sex crime. The data show that 81 of 161 biological males who identify as female have been convicted on at least one count of sexual assault or sexual abuse.
Many of the sex crimes were perpetrated against children. Among the documented crimes are adultery, incest, sexual exploitation of a child, forced viewing of a sexual act, rape, sexual intercourse without consent, sexual intercourse with a child, indecent behavior with a child, enticing a child, and public fornication.
“Over half of the transgender ‘women’ in Wisconsin prisons have been convicted of Sex Crimes. Disgusting!” the Oversight Project posted on X. “Doesn’t exactly fit the narrative…”
Among those prisoners found guilty of prior sex crimes who are also now transgender females is Mark Allen Campbell, who now refers to himself as Nicole Rose Campbell. Campbell was arrested in 2007 for the sexual assault and abuse of his 10-year-old daughter. He was convicted and is now serving a 34-year prison sentence for the crime.
Several years into his sentence, Campbell decided that he was a female and began to wear women’s clothing in prison. He began receiving taxpayer-funded hormone treatments to “affirm” his new gender. He requested surgery, but was denied, so in 2013 he sued the State of Wisconsin, claiming that the Department of Corrections had shown indifference to his “medical needs.”
Eventually, a U.S. District Court judge, James Peterson, ruled that Campbell did have a right to the surgery — and that the state needed to pay for it.
“Some members of the public are outraged at any effort to improve the health and well being of inmates,” Peterson wrote. “But the true public interest lies in alleviating needless suffering by those who are dependent on the government for their care.”
There’s a reason why members of the public are outraged. It’s less about Campbell himself and more about a judge who would order state taxpayers to fund unnecessary, elective surgery for a pedophile.
In most cases, Wisconsin’s transgender prisoners are housed according to their “chosen” gender.
“Inmates who have completed sexual reassignment surgery prior to incarceration shall be placed in a facility after consultation with the Transgender Committee. Placement shall be, in most cases, consistent with the reassignment treatment,” the state’s DOC policy on transgender inmates states.
It’s a policy that doesn’t sit well with Mike Howell, the director of the Oversight Project.
“Men belong with men and men only in prison,” Howell said. “Putting sex offender men claiming to be women in cells with women is another reason the world laughs at America’s moral decline. Prison is for punishment, not degenerate sexual behavior.”
The Oversight Project uncovered the information on Wisconsin prisons through a public records request. The Wisconsin DOC has been extremely quiet on the issue, deflecting information requests by referring journalists to Wisconsin DOC’s policy index.
