The government abuses Section 702 of the Foreign Intelligence Surveillance Act — FISA — to spy on American citizens without permission, yet only 19 House Republicans joined 209 Democrats on Wednesday to kill a vote on FISA reauthorization. Those who voted against it simply want the government to go through the warrant process first.
